    I assume 「僕」 told the tale to 「君」.
    I translate it to
    : They say that endless blue
    : lies beyond the cloudy sky.
    : I told it like a fairy-tale.
    or
    : I told you that endless blue
    : lies beyond the cloudy sky.
    : I was like a story teller.

    > が鳴る冬季雷に跨って
    > ga naru touki kaminari ni matagatte
    As 「が鳴る」 is one verb, we don’t need to put a space in between.
    「冬季雷」 seems to read “とうきらい” and is sung in that way.

      Thank you for the feedback, as always (^_^) I didn’t realise が鳴る was actually a separate verb (I saw it as が 鳴る), so that’s handy to know.

    Now that I’m reading it, the line “With 11 parting gifts in hand, let’s go on a journey once more” seems to refer to the number of songs in the album for which this song was originally written for (Ao ni Aruku, by Miyashita Yuu)

      Thanks for that! I added the Miyashita Yuu version to the list of links. I was curious about the 11 parting gifts, and wasn’t quite sure whether to say ’11th parting gift’ instead. In my research, I found an image linked to the phrase:
