I’ve always heard people around me use the phrase ‘bigger than Ben-Hur’ so it felt weird to actually use it in a translation.
If I had to translate the Japanese title, I’d go with something like ‘Exercises Promoting City Clean-up’. It has a kind of military feel to it.
