If you’d like to learn more about the title’s meaning, please check out its Wikipedia page! I know Wikipedia has a pretty bad reputation, but in this case it’s good for an overview. I also took the title translation from there since it seems to be the standard interpretation of it.
Anyway, in short, it’s based on an old Chinese book. The first two characters actually aren’t referring to Tokyo.

(1) The last part is sung differently. It sounds something like 愛を響音いて (ai wo hibineite) which means something like ‘love echoes through.’
