    I think there can be many grammatical interpretations of 「あなたが好きだと言った」.
    I first interpreted as 1, and your interpretation seems like 2. All could work.

    1. “You” once told that “you” liked the landscape
    In this interpretation, “I” is looking at the landscape which recalls her/his memories.

    2. “I” once told you “I love you.”, while looking at the landscape

    3. “I” have said “I love you.” now, while looking at the landscape
    “I” is looking at a sentimental landscape and talking to herself/himself.

    4. “I” once said “I love you.” to “you” at the landscape
    I feel this is little awkward grammatically, because I think 「景色」 is not a thing where we do something, but a thing we look from another place, as like the third person.
    What we can imagine is like 1.
